Joomla needs a Web Server to run, so it is not a normal software that can install on your own computer normally. In this tutorial first of all, we will setup a server on our computer which is required to install and run joomla. This means you'll make Joomla run on your computer as a real, "live" web server. This method is fine for testing purposes and it makes it easy to develop a site without having access to a live web server.

You can create new servers, launch applications, get automatic backups, duplicate and resize servers with ease and free. Upgrade if you want extra features. Go to main page hoverover pointer on Joomla, then click downloa. Scroll down little bit and click on Local Install. Now choose Joomla's version according to your operating system and follow the instructions.
Another option is to first install web server software, and then install Joomla on local computer. Many free web server software packages are available, such as XAMPP, WAMP and MAMP. Here we will look for WAMP Server, which is a free windows web development environment under GPML license. It has two distinct versions: 32 and 64 bits. It provides Apache2, PHP and a MySQL database. Alongside, PHPMyAdmin to manage databases. It installs automatically all you need to start developing web applications.
On the main page, first of all change the language of website from French to English, then click on START USING WAMPSERVER, it will take you to the versions. Select your desired version, read Warnings and Click on download directly. Package will automatically start to download from SourceForge. Double click on downloaded file and follow the instructions.
